UPDF Confirms Shooting of Two Civilians in Kitgum, Extends Condolences
The Uganda Peoples’ Defence Forces (UPDF) has confirmed the fatal shooting of two civilians by soldiers in Kitgum District on the night of August 28, 2025.
The incident happened at Kitleng Detach in Namukora Sub-County at around 11:19 pm, when two soldiers deployed to guard a community-protected kraal opened fire on two men near the main entry point.
According to the army, the soldiers suspected the civilians of being cattle thieves attempting to drive away two cultivating bulls believed to have strayed from Lapenyi farmland.
However, the suspicion was later found to be mistaken. Community leaders reported that the men were intoxicated, had lost their way, and were moving during curfew hours.
The deceased were identified as Mr. Obutu Joseph, 50, a resident of Mangeyi Village, Panyum Melong Parish, Omia Nyima Sub-County, and Mr. Opira Richard, 42, a resident of Amoyo Kol Village, Pella Parish, Omia Nyima Sub-County, Kitgum District.
Maj Gen Keith Katungi, Commander of the 5 Infantry Division, has since reached out to the bereaved families to support burial arrangements and deliver condolences on behalf of the UPDF.
“While the soldiers acted on a perceived threat, the UPDF extends its sympathy to the families of the bereaved and reaffirms its commitment to safeguarding the lives and property of all Ugandans,” the army said in a statement.
The UPDF further appealed to the public to work closely with security agencies by adhering to community bylaws and avoiding movements that could expose them to unnecessary danger.
The army has been heavily involved in protecting community kraals in northern Uganda, where livestock theft remains a persistent challenge.
