UN Security Council Approves Trump’s Gaza Peace Plan, Authorizes International Stabilisation Force

In a landmark vote on November 17, 2025, the United Nations Security Council (UNSC) adopted a U.S.-drafted resolution backing former President Donald Trump’s 20-point Gaza peace plan. The vote passed 13–0, with China and Russia abstaining.

The resolution authorises the creation of an International Stabilisation Force (ISF) to deploy to Gaza, with a mandate to help demilitarize the Strip, secure border areas, protect civilians, and facilitate humanitarian delivery. The ISF is designed to work alongside a newly trained Palestinian police force as part of a phased security transition.

Additionally, the resolution establishes a transitional governance body called the Board of Peace, which will coordinate reconstruction efforts in Gaza. According to the text, Trump is expected to chair this board for its initial two-year mandate.

A conditional reference to Palestinian statehood was included in the document: once the Palestinian Authority is reformed and reconstruction of Gaza progresses, there may be “a credible pathway” toward Palestinian self-determination. However, the language is cautious and subject to future benchmarks.

Critics warn the plan’s vagueness and the power given to the ISF and the Board of Peace could undermine real sovereignty. Hamas has already rejected the resolution, calling the international force a violation of their autonomy and accusing it of favoring Israeli interests.

The resolution — formally numbered UNSC Resolution 2803 — marks a major diplomatic pivot in the Israeli-Palestinian conflict and lays out an ambitious roadmap for stabilization, reconstruction, and political reform in Gaza.
