UCC Reports Major Strides in Uganda’s Digital Inclusion and Connectivity

From remote districts to city centers, Uganda’s digital reach is expanding — but experts say affordability and literacy remain key challenges.

Uganda’s digital transformation is gaining serious momentum. The Uganda Communications Commission (UCC) has announced fresh progress in boosting nationwide connectivity and digital inclusion — a milestone that signals steady growth in the country’s information and communication technology (ICT) landscape.

In its latest quarterly report, UCC revealed that more Ugandans than ever before are gaining access to mobile broadband and digital services, with network coverage now extending to previously underserved communities.

“Connectivity is no longer a luxury; it’s a right,” said Eng. Irene Kaggwa Sewankambo, the UCC Executive Director. “We are working to ensure that every Ugandan, regardless of geography or income, can participate in the digital economy.”

Expanding the Digital Footprint

According to the Commission, internet penetration has grown by double digits over the past year, supported by new infrastructure projects such as 4G network expansion, fiber-optic rollout, and partnerships with private telecoms.

The government’s Digital Uganda Vision continues to guide policy, with goals of achieving inclusive access, efficient e-government services, and a thriving digital private sector by 2030.

Still, the UCC admits that the urban-rural divide persists. While Kampala, Wakiso, and Entebbe lead in connectivity and device access, many rural districts lag due to limited infrastructure investment and affordability barriers.

Empowering Communities Through Digital Literacy

To address this, UCC has rolled out community ICT training hubs and partnerships with local governments to promote digital literacy, especially among youth and women.

“We’re not just connecting people — we’re empowering them to use those connections productively,” Sewankambo noted.

Civil society groups have welcomed these efforts, emphasizing that bridging the skills gap will be as crucial as infrastructure in ensuring equitable participation in Uganda’s digital economy.

The Bigger Picture

Uganda’s progress comes amid a continental push for universal digital access, in line with the African Union’s Digital Transformation Strategy (2020–2030). The report positions Uganda among regional leaders in ICT policy development and connectivity innovation.

As more services move online — from education to business registration — the success of Uganda’s digital transition will depend on maintaining affordability, inclusivity, and public trust in the country’s evolving tech ecosystem.
