Police to Roll Out AI-Powered Smart CCTV Upgrade in Kampala as Crime Pattern Shifts Toward Digital-Organized Syndicates

The Uganda Police Force is preparing to roll out a major upgrade to its Kampala CCTV network, introducing AI-enhanced analytics capable of pattern detection, vehicle trajectory tracing, facial de-blurring, and real-time emergency dispatch optimization.

The upgrade, expected to be piloted in Makindye, Kawempe, and Nakawa, follows rising reports of hybrid crime β€” robberies and fraud coordinated through encrypted messaging, SIM-box setups, and digital wallets.

Senior security officials say the new AI-powered system will help track multi-district criminal networks that have become more sophisticated and mobile over the last year.

The initiative is also designed to reduce emergency response time in high-density urban zones, particularly during peak hours.

Critics, however, caution that without strong data protection safeguards, the system risks privacy violations. Others warn that AI policing may β€œamplify existing biases” unless properly audited.
