Museveni Pledges New Startup Fund for Unemployed University Graduates

Kampala, Uganda
President Yoweri Museveni has announced a plan to create a University Graduates Fund aimed at supporting university graduates who remain unemployed two years after completing their studies.
The fund will operate through regional SACCOs (savings and credit cooperatives) to provide capital for young people launching small businesses.
In the same address, Museveni said an additional UGX 15 million will be allocated to local leaders, boda-boda (motorcycle taxi) riders, youth in urban “ghettos,” and other marginalized groups to access credit.
This initiative builds on previous wealth-creation programs like the Presidential Skilling Hubs, Youth Livelihood Fund, and Emyooga scheme.

Why It Matters:

Youth unemployment is a major challenge in Uganda, especially among graduates — this fund could be transformative.

By channeling money through SACCOs, the government is leveraging local financial structures and encouraging financial inclusion.

If successful, the fund could spur a generation of young entrepreneurs who drive economic growth, particularly in urban centers.

It may also shape perceptions ahead of elections (2026), showing the government’s commitment to youth issues.

What to Watch:

How quickly the fund is set up, and whether it comes with business training, mentoring, or incubation support.

How transparent the disbursement process will be: who qualifies, and on what criteria?

Whether SACCOs have the capacity to manage and disburse the funds effectively.

The economic impact: will funded graduates create sustainable businesses, or struggle to break even?
