Government hands over 196 vehicles to local leaders amid UGX 4 trillion regional drive

As part of its drive to accelerate regional development and decentralisation, the Government of Uganda today handed over 196 vehicles valued at approximately UGX 35.2 billion (about US $9.3 million) to district and city leaders. The hand-over took place at the conclusion of the Joint Regional Development Programme Annual Review 2025 at Speke Resort Munyonyo.
In his remarks, Minister of State for Luwero and Rwenzori Affairs Alice K. Kaboyo emphasised the government’s commitment to bridging historical regional disparities via affirmative-action programmes. She pointed to a total investment of UGX 4.7 trillion in areas such as the Northern Uganda Social Action Fund and the Luwero-Rwenzori Development Plan. The Permanent Secretary, Ben Kumumanya, noted districts like Mityana, Kiruhura, Mbarara, Arua and Kisoro as performing well in recruitment and revenue mobilisation.
Representing the Prime Minister, Minister for Local Government Raphael Magyezi reminded recipients that the vehicles are strictly for public-service use. Amid the ceremony, the government reiterated that implementation – not debate – is the key to meaningful regional transformation.
Challenges remain, as poverty levels are still high in Karamoja, Bukedi and Teso sub-regions, per Kaboyo’s remarks. Fully converting investment into sustained wealth creation remains the government’s longer-term goal.

Why it matters: The move signals Uganda’s push towards more efficient local governance with improved mobility for leaders, enabling oversight and implementation of development interventions. It also highlights the depth of resources being mobilised for regional equity.
