Buganda and central government officials bitter over Kaazi land issues.

Buganda kingdom land located in Kaazi along the shores of Lake Victoria has become a scramble centre between it’s legal owners,the Kabaka og Buganda and a few central government officials.These perceive this land in contention as a hot cake to sell and had already started it’s partitioning for selling and development purposes.

In an exclusive interview with the lands and properties’ minister in Buganda Kingdom Oweekitiibwa David Fredrick Kisitu Mpanga he says “the contested land is part of Kabaka’s mailo land on Block 22/73”.

Part of this land plot 2/75 equivalent to 120 Acres was partly leased to two squatters,Kigo prison and the Scouts’ movement by the kingdom.The scouts movement have used this land for camping purposes since 1948 when it got the lease.

Of recent,the State Lands minister in central Government Hon.Sam Mayanja and Ms Phiona Barungi,the Presidential advisor on general duties issued directives on the said land to grade part of it,deforest,open boundaries and others whish the Buganda government says is illegal.

Oweekitiibwa continues to say that Minister Sam Mayanja’s team claimed to be doing this under the guise of fighting for other people’s rights at the expense of the Kabaka’s proprietary rights.

“The actions of Ms Phiona Barungi and Hon.Sam Mayanja can’t be perceived as merely administrative overreach ,but as an intentional provocation with potential political and legal consequences” he said.

Reports about the same land indicate that on the 18th of July 2025, Justice Bonny Isaac Teko issued a court injunction stopping all activities on the same land under central government arrangement.

The Buganda kingdom authority says Hon.Sam Mayanja acted fraudulently on part of the said land and directed the Commissioner Land Registration to cancel the Kabaka’s title and even ordered URSB to deregister Buganda Land Board.Mpanga says URSB directly declined to take on the former directive from the minister citing the absence of a court order.

The Kabaka of Buganda has won a number of court battles over the same property including two from his royal clan members Omulangira Henry Kalemeera and Omumbejja Dianah Teyeggala whose contest was between her and the Scouts’ movement and the Kabaka of Buganda.

Buganda kingdom therefore asks Minister Sam Mayanja and Ms.Phiona Barungi to observe all legal procedures concerning the contested land.
