Another Scout Leader Arraigned Over Violent Kaazi Land Takeover

The State House Anti-Corruption Unit, working in partnership with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), on Thursday arraigned Muledhu David, the self-proclaimed National Executive Secretary of the Uganda Boys Scouts Association, before the Makindye Magistrate’s Court.

Muledhu faces five charges: Unlawful Occupation of Land Belonging to Another, Malicious Damage to Property, Conspiracy to Commit a Felony, Forcible Detainer, and Forcible Entry.

He becomes the eighth suspect in the matter, joining seven other scout leaders—Buragahare Mujuni Patrick, Butumbwire Stephen, Mugisha John, Musoke Stephen Brian, Mununuzi Alex, Orwanga Michael Richard, and Anyango Francis—who were charged earlier.

Prosecution alleges that on June 24, 2025, the group violently took control of the National Camping and Scouts Centre at Kaazi, Busaabala, Masajja Division, Makindye Ssabagabo Municipality, disrupting the operations of the Uganda Scouts Association and causing extensive property damage.

The Magistrate remanded Mr. Muledhu until September 1, 2025.
