Uganda could soon join Africa’s growing automotive-manufacturing map as Russian automaker Ural explores local assembly operations in partnership with Ugandan investors.

According to Russia’s Ambassador to Uganda, Vladlen Semivolos, discussions are underway to establish an assembly plant that would produce heavy-duty vehicles for regional markets.

“If finalized, Ural’s investment will position Uganda as a logistics hub for East Africa,” said Ambassador Semivolos in Kampala.

Uganda’s Ministry of Trade welcomed the proposal, saying it aligns with the country’s Buy Uganda, Build Uganda (BUBU) strategy. Local economists project the venture could create up to 2,000 direct jobs and boost technical training.

The project, still in negotiation, is expected to include knowledge transfer, maintenance facilities, and supply-chain development for spare parts. Analysts caution, however, that success will depend on infrastructure readiness and stable policy frameworks.

“Industrial partnerships work best when government creates predictable investment conditions,” said economist Paul Muwonge of Makerere University Business School.
