Curfew Imposed at Nakivale Refugee Camp After Spike in Violence

Refugee residents in southwestern Uganda face restricted movement as authorities move to restore order.

Nakivale, Uganda Security tensions are escalating at Nakivale refugee settlement, home to over 150,000 refugees, after a string of violent incidents including thefts and murders. Authorities have imposed a curfew from 10 p.m. to 5 a.m., closing businesses earlier than usual in a bid to curb violence.

The decision, announced jointly by camp administrators, UNHCR officials, and Ugandan police, comes amid growing frustration from residents over rising insecurity. Many refugees voiced concerns that law enforcement has been inconsistent, leaving communities vulnerable.

“We understand the need for safety, but enforcement has been unpredictable. Some of us fear police corruption will worsen the situation,” said Mariam Achieng, a refugee from South Sudan.

UNHCR spokesperson Anna Karlsson emphasized the balance between security and dignity: “Curfews can help, but must be accompanied by community engagement, protection measures, and transparent reporting.”

Local leaders say additional patrols and surveillance are planned, but implementing a strict curfew in such a densely populated area remains challenging. Security analysts note that Nakivale’s size and limited infrastructure have historically made policing difficult, and they caution against measures that could erode trust between residents and authorities.

The curfew is initially slated for two weeks, with the possibility of extension depending on the security situation. Humanitarian agencies are monitoring impacts on essential services and movement for work, health care, and schooling.
