Uganda Dispatches 40 RDCs to India for Skills and Livelihood Training

A fresh cohort of 40 Resident District Commissioners (RDCs), their deputies, and assistants has arrived in India to undertake specialized training in entrepreneurship, with the goal of improving livelihood generation and advancing socio-economic transformation in Uganda.

The program, taking place from September 18 to October 1, 2025, is being conducted at the National Institute for Entrepreneurship and Small Business Development (NIESBUD) in Noida.

Indian High Commissioner to Uganda, Upender Singh Rawat, described the initiative as a reflection of the strong partnership between Kampala and New Delhi.

He stressed that India will continue to support nations of the Global South through skills development projects.

“Uganda remains a true friend to India,” said Hajji Yunus Kakande. He underlined the importance of the participants’ role in governance:

“These RDCs are field staff representing the President. Enhancing their skills empowers them to mobilize, oversee security and evaluate gov’t programs in their districts.”

According to the Office of the President, discussions are underway to secure an additional 40 slots for future training, expanding the program’s reach.

Maj. Martha Asiimwe, Senior Presidential Advisor on RDCs, called on the officers to demonstrate professionalism during their time in India.

“Respect facilitators, follow rules and learn from India’s advanced programs to drive socio-economic transformation back home,” she said.

This initiative follows an earlier group of 20 RDCs who benefited from the same training.

With further cohorts planned, officials say the program is strengthening the Uganda–India partnership in entrepreneurship, skills transfer, and livelihood development.
