IGG Orders Masaka HR Officer to Refund UGX 25.3 Million Over Ghost Pension Payments

Mr. Kityo Mugagga, the Masaka District Principal Human Resource Officer has been directed by tje IGG to reimburse UGX 25.3 million that was irregularly paid into the account of a deceased pensioner and subsequently withdrawn by family members.

The order, issued by Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, followed investigations by the IG’s Masaka Regional Office, which concluded that Mugagga was guilty of abuse of office, gross negligence, and failure to perform his official duties.

The probe revealed that Mugagga neglected to enforce the mandatory submission of annual life certificates following the death of Joseph Henry Kyeyune on November 3, 2015.

Kyeyune, a retired Senior Technician who left service in 1984, remained on the district payroll for over five years after his death.

Further findings showed that on December 16, 2019, Mugagga irregularly requested the Ministry of Public Service to alter Kyeyune’s date of birth, effectively extending the deceased pensioner’s benefits.

By February 2022, UGX 32.4 million had been deposited into Kyeyune’s Centenary Bank account, of which UGX 25.3 million was withdrawn by family members, leaving a balance of UGX 7.1 million when the IG inspected the account on March 18, 2022.

Mugagga is also expected to face disciplinary proceedings before the Masaka District Service Commission.

The IG stressed that the irregular payments breached Section 18(1) of the Pensions Act, Cap 89, which clearly states that pension benefits cease upon the death of a beneficiary.

“The IG warns public officers against all forms of unethical conduct while executing their duties, which can cause losses to the government. Officers found guilty of disregarding the law will face the consequences,” the statement read.

This ruling underscores the IG’s commitment to safeguarding public resources and holding officials accountable for mismanagement and abuse of office.
