81 People Arraigned Over November Rwenzori Attacks — Court Charges Range from Terrorism to Murder
Tight security as suspects remanded ahead of Dec 2025 hearing
KASESE ,UGANDA.
The High Court in Kasese has arraigned 81 suspects accused of involvement in the coordinated November 1, 2025 attacks in the Rwenzori sub-region. The charges include terrorism, treason, financing terrorism, murder, attempted murder and aggravated robbery. Two of the indicted individuals are women. All have been remanded to Mubuku Government Prison pending their next hearing scheduled for December 23, 2025.
Court proceedings took place under tight security. The presiding magistrate ordered prison authorities to ensure that any sick detainees receive immediate medical care before the next hearing. No plea was taken during the initial session. Officials said the government remains committed to investigating and prosecuting those responsible for the deadly attacks.

Human-rights observers warn that while the arrests underscore the government’s resolve to fight terrorism, due process must be upheld. They argue that transparency in evidence gathering, fair trial guarantees and monitoring of detainees’ treatment will be critical to ensure justice and avoid potential abuses.
Why it matters
Uganda’s ability to confront acts of terrorism and hold suspects accountable impacts national security, public confidence, and stability — especially in regions previously affected by violence. Proper legal handling strengthens the rule of law and could deter future attacks.
What to watch for
Monitor how evidence is presented, whether charges are formally substantiated, and if suspects receive fair trial and humane treatment while remanded. Also note impact on local communities in Rwenzori: security measures, displacement, community trust and long-term reconciliation efforts.
